As in previous years, the summer school has put together a highly substantive multidisciplinary programme with experts, including challenges, working visits, an HR event with talent matching and social events. The aim of the summer school is to share knowledge and to discover and develop new talents who want to commit themselves to digital security. The Human Capital Agenda (Cyber) Security, developed with several HSD partners, forms the basis of this annual summer school. In this way, we contribute together to improve the connection between education and employers and to attract and develop talent.

Challenges

With backgrounds in technology, policy, law, social sciences and business, participants come together to learn more about a multidisciplinary approach to cybersecurity. For example, they learn about cyber incidents, cyber risk and threat management, cryptocurrency investigations, cybercrime as a service and the human factor in cyber security. In addition, they are challenged to come up with innovative solutions for current cybersecurity issues.

Joris den Bruinen, director of HSD: “Collaboration and talent development in cybersecurity are the key to making our increasingly digitised society safer. The demand for new talent is high, in terms of numbers and certainly also in terms of quality in terms of thorough knowledge of the business. The international and multidisciplinary nature of the summer school, to which more and more partners are joining, contributes to achieving this.”

89 Booz Allen Hamilton about Cyber Security and The Hague booz-allen-hamilton-about-cyber-security-and-the-hague News

Why a Major Global Organisation and Leading Participant in The ONE Conference Has Based Its Cyber Security Operations at the HSD Campus in The Hague.

Booz Allen Hamilton, a major US technology and consulting firm, chose to base much of their European cyber security team at the HSD Campus in The Hague, a move that shows how leaders in the cyber security field are joining clusters and hubs of like-minded organisations to fight cyber crime and to find high level talent pools.

Booz Allen moved offices within the HSD Campus back in 2020. The HSD Campus in the Hague is home for nearly ten years home of Security Delta (HSD): a cluster of over 275 companies, knowledge institutions and governmental organisation working to make a difference in securing our digitising society. Douwe Mik, a director on Booz Allen’s Commercial team in Europe, mentioned the networking benefits of being associated with HSD as well as the ability to recruit talent because of all of the activities around the area and the ecosystem. The combination of a highly dependable IT infrastructure in the Netherlands, targeted workspaces and hubs like HSD, and events like the ONE Conference have encouraged leading firms like Booz Allen to set up shop and benefit from these associations to grow their business.

Making A Difference - Deploying Ethical Hacking Techniques and Making Inroads To Tracking Crime on the Dark Web

Booz Allen’s Commercial team focuses its efforts on cyber security, helping clients tackle their most complex challenges. Nowadays, that can sometimes entail managing ethical hacking penetrations and figuring out ways to combat ever-growing dangers emanating from the Dark Web. Ethical hacking is a process by which teams shore up a company's defences by trying to hack into systems – the goal being to discover vulnerabilities and repair them before bad actors can take advantage of those weaknesses. Booz Allen, for example, deploys Red Teams to attack systems and identify risks.

One interesting area is applying social engineering to bypass people-oriented controls and give advice on how to optimise preparedness. No matter how good software systems and defences may be, people remain a risk. Douwe Mik noted that they work “to outline how a client can best apply improvements in their environment, whether technical or more process oriented in nature, because let's not forget, some of the weakest links are not necessarily technology oriented, they may very well be people oriented.” While there are obviously a lot of factors in play, Douwe also pointed out that beyond cyber security tooling, and no matter how networks may be hardened, this is a front where it is critical to remain vigilant and trained.

Douwe Mik: “You only need one person who's susceptible to social engineering or who does the wrong thing, either maliciously, or unknowingly. And then your best technical security controls will not be worth anything.”

The Dark Web is another area of concern. While companies like Booz Allen obviously cannot perform law enforcement functions, they can help deploy measures that help companies identify vulnerabilities and get ahead of problems. The risk and scale of intellectual property theft has grown over time, and certainly no organisation wants to encounter ransomware attacks. By using open source intelligence (OSINT), cyber threat intelligence, and other techniques, Douwe described how Booz Allen works to make sure companies are “actually ahead of an attack rather than trying to fix it afterwards... it's always better to try and prevent something or to actually engage in a cyber incident early on in the attack lifecycle, as opposed to obviously being very, very late and then having to fix everything.”

Resources to Stay One Step Ahead of Cyber Criminals and Attacks - Events Like the One Conference Provide Access To People and Information

The pace of keeping up with cyberattack techniques and bad actors is vicious, and beyond deploying state of the art technology, companies need to recruit great people. This is where ecosystems like HSD are particularly beneficial, as people want to be around hubs where cyber security services are being promoted. Helping boost the local talent pool is the fact that the Netherlands promotes strong industry-university collaborations. The Netherlands is also known for its educational institutions, many of which offer specialised cyber security programs and degrees. This ecosystem together with programs like HSD’s International Cyber Security Summer School offer a wealth of talent acquisition and knowledge opportunities.

And it is by tapping into the right type of people that BoozAllen prides itself on moving beyond theory and making a real-world difference. When trying to implement defences, and prevent “weakest link” vulnerabilities, taking steps to enable clients to actually realise defences is vital according to Douwe. As he mentioned, companies should “not just tell the client, okay, well, this is what you want to do, but actually help the client actually achieve that. So not just a consultant, but a practitioner, as well.”

Beyond finding environments like HSD and taking advantage of the strong local training and educational base, leveraging access to key symposiums and conferences like the ONE Conference is also important. Douwe highlighted that the ONE Conference in The Hague not only provides good networking opportunities, but also has the benefits of a source of talent recruiting and serving as a catalyst for business development.

And It All Comes Together in The Hague
Douwe noted that while a lot of companies may think of having a base in other Dutch cities, Booz Allen have found great value in being in The Hague. Being part of clusters like HSD, having access to The Hague sponsored summer school, and finding business and talent recruiting opportunities at events like the ONE Conference are just some examples of the many benefits that the city and its ecosystem offer. In addition, Douwe cited the local environment for employees as being very important. He noted that “quite a few of our people have chosen to come and live in The Hague and have found it a very livable city with lots to offer, to deliver as an individual and easy to get around.” Adding, “and we're right next to the train station with a direct line to the airport. And so we felt it was a really, really good choice. And we're also still very happy with it.”

90 How CFLW Cyber Strategies is Monitoring the Dark Web and Changing the Future of Crime Fighting from The Hague how-cflw-cyber-strategies-is-monitoring-the-dark-web-and-changing-the-future-of-crime-fighting-from-the-hague News

The digital transformation that has taken place over the last few years has created opportunities for many companies across different industries, but it has also generated a multitude of threats. There are a collection of companies within The Hague’s cyber security ecosystem working to combat cybercrime and provide a more secure cyber future. CFLW Cyber Strategies (CFLW) is an example of a company doing just that with their Dark Web Monitor and other services. Managing Director and Founder of CFLW, Mark van Staalduinen, provided a glimpse into the inner workings of cybercrime and how the entire ecosystem is working to prevent them.

After a career in cyber security that included time with INTERPOL and TNO (an independent Dutch research institute), Mark developed the technological proof of concept for the Dark Web Monitor and spun off the idea out of TNO into CFLW. The technology developed into an MVP and is now a full fledged product and the core offering of CFLW. It is an open source intelligence service that provides crypto-asset and dark web analytics services. Mark explained it as having “the full address book of the dark web”. Law enforcement and cyber agencies can use the tool to investigate illegal activities and eventually go after criminals. Dozens of police cases around the world have been opened based on intelligence from the Dark Web Monitor. “Of course, I'm always happy with a contract. But receiving a small message from a law enforcement officer who reports a success, it gives [us] even more satisfaction,” Mark shared. “And in the end, that's why we are doing this.”

CFLW is based at the HSD Campus, the meeting place of the Dutch Security Cluster, where they opened their offices after the COVID lockdowns. The move to the HSD Campus in The Hague immediately brought attention and recognition to CFLW: “So many people [were] really keen to meet there, come down, to have a chat,” Mark explained. He added, “it's really well done by the municipality of The Hague.” There was not much doubt in Mark’s mind that CFLW would be set up in The Hague, but one particular factor proved decisive – that cybercrime and cyber technology are not constrained by borders and require all cyber agencies to operate internationally. The Hague is a great base for European operations working in cyber security because of its proximity to international organisations, as well as its accessibility to Amsterdam’s Schiphol Airport. When working with pan-European organisations, companies, and governments, this became a key selling point for Mark, who mentioned that from Schiphol, “in half an hour we are in The Hague. And by the end of the day...you can leave, go back to Schiphol and fly back the same day to your home country.” Mark had previously been posted by TNO to Singapore from 2016 to 2019 as well as worked as a cybercrime expert to the Singapore-based INTERPOL Global Complex for Innovation. Arising from this prior international experience, CFLW has also built a trusted community in Southeast Asia comprising valued partners from government, industry, and academia. The Hague as an international hub, and city of Peace, Justice & Security has seamlessly allowed CFLW to maintain and grow these partnerships.

Just as the borders of cybercrime have blurred, so too has it become harder to distinguish between cybercrime and traditional crime. Cybercrime was formerly seen as purely crimes against or by computers, but Mark pointed out that almost all traditional crimes are now either facilitated or enabled by digital technologies. This requires a new approach from law enforcement and creates a greater need for data scientists, AI experts, and other cyber security related professionals to work not only with companies such as CFLW, but also with law enforcement agencies who require high-tech expertise. Mark mentions that cybercrime is contributing to all sorts of offences from drug abuse to child sexual abuse, and from money laundering to terrorism. The sooner that traditional crimes and cybercrimes are seen as one and the same, the more efficiently they can be dealt with. Mark believes that the upcoming ONE Conference will promote this understanding and facilitate change across the industry.

Mark and his company, CFLW, will be attending the ONE Conference, which he cites as a great place to network and better understand what is happening in the ecosystem. Having identified co-creation as a key strategy to success, the conference helps Mark to pursue this strategy by building trust with partners and clients. Such an approach is also evident in CFLW’s partnership with TNO, which was renewed for five additional years. Furthermore, the ONE Conference is a great opportunity to find potential talent within the cyber security space. CFLW runs a youth academy where university students pursue their master’s degrees, projects, or theses together with their host organisation in the hopes of securing a full-time job. This method of talent sourcing is in alignment with CFLW’s core tenet of trust and partnerships. Mark stated, “we cannot do this alone, we really need to work together.” His philosophy underscores the importance of belonging to an ecosystem like the Dutch Security Delta, with its core in The Hague.

91 Prodaft, the Cyber Security Ecosystem, and the Importance of Intertwining prodaft-the-cyber-security-ecosystem-and-the-importance-of-intertwining News

As with any industry facing rapid progress, the continuous development of the technological sector comes with its very own set of unique and specific challenges. This holds especially true within the domain of cyber security, a topic that has seen a drastic increase in importance over the past decades. Today, the (PR)actice (Of) (D)efense (A)gainst (F)uture (T)hreats is more vital than ever, and as the expansion of its acronym suggests, that’s exactly what the company Prodaft sets out to achieve. Prodaft’s Business Development Manager, Umay Yavas, provided a detailed account of the company’s ongoing fight against cybercrime, its importance, and how it fits into the prominent Dutch cyber security ecosystem ‘Security Delta’ with its core in The Hague.

Since its establishment in 2012, Prodaft has been a pioneering company in the field of cyber threat intelligence. The company’s mission is to prevent breaches prior to their occurrence, thus adopting a proactive approach which allows its clients to circumvent otherwise potentially hazardous threats. Prodaft does this through its intelligence platform, the U.S.T.A. This platform thoroughly analyses and confirms the source of a given threat before forwarding this information to its user. In order for its scope to be as all-encompassing as possible, Prodaft monitors all potential areas where cyber criminals operate - including the Dark Web. This is made feasible thanks to the U.S.T.A.’s award winning Deep Web sensors, which serves as an additional layer of protection against one of the most malicious sources of cyber threats. Through the analysis, interpretation, and verification of these threats, the burden of allocating these tasks to its user is circumvented. Aside from decreasing the workload of its users, the platform also provides them with highly accurate information that can be directly used to counter the threat. In essence, the platform utilises its analytical and observational prowesses to provide its clients with a less time-consuming and more linear way to combat cybercrime. This plays a role in minimising the negative instances of data leaks and other major threats regardless of their origin.

Operating in this sphere of the tech industry undoubtedly raises a series of interesting questions that all companies must assess on a case-by-case basis. Ethical hacking, a term describing an authorised attempt at gaining unauthorised access to a given system, is one of these questions. “We are a threat intelligence company (...) we find people with strong skills and train them instead of hiring ethical hackers”, Umay explained. She added, “There are more than a hundred criminal groups that we monitor, and definitely the world needs more ethical hackers to fight against them”. While Prodaft itself doesn’t hire ethical hackers, it recognizes the need and importance of the practice. As with many ethical considerations, the answer is not black or white, holding space for as many opinions as there are individuals.

Being a part of an ecosystem that actively encourages the sharing of opinions and facilitates collaborations across the industry is crucial for this very reason. “One of the most beneficial things for us is being part of the cyber security cluster here [in the Hague]”, Umay outlines, and adds, “we organise various events where companies can share ideas, and collaborate with each other easily. This is crucial for revenue growing companies as there are many common challenges in the industry”. Undoubtedly, The Hague’s thriving scene for international collaboration has proven itself noteworthy as a hub for cyber security developments in recent times. “This is one of the most active communities in Europe, and it affected our choice when discussing possible options”, Umay mentioned. As technology progresses, so does collaboration, and the cyber security industry is particularly interesting to take note of here. Since the crimes committed are done behind undefinable borders, so is the effort to tackle them. To ensure that this is done as efficiently as possible, locating and developing talent within the ecosystem is a crucial step.

Umay further noted that, “[the] cyber security domain is interdisciplinary. We need people from different backgrounds and capabilities. And people with analytical and observational skills are crucial, but again, we also need people who understand business, psychology, regulations, law, [and] military”. For Prodaft, sharing their know-how of cyber security is a key motivation for their participation in the Dutch cyber security ecosystem, once again citing the importance of establishing a united front dedicated to tackling the security issues that affect a wide array of social structures on a daily basis.

Umay along with other Prodaft members attended the ONE Conference, which the company describes as a great opportunity to meet new potential partners and align itself with the Dutch market. The conference also serves as a way for Prodaft to introduce themselves to new partnerships, companies, and ideas, which Umay sees as a crucial step towards furthering the prosperity of the cyber security scene. The common gravitational pull that draws the attendees towards the ONE Conference is the realisation that this is not an issue that can be tackled in solitude, but rather one that requires multiple forces to share ideas, seek solutions, and develop talents. These aspirations prove just how important The Hague is, and will be, as a common ground for developing solutions for a common cause.
